Separate design, the mobile client, backend, admin tools, testing, and release work from recurring expenses. An informational app is not equivalent to a product with roles, orders, payments, and conversations, even if their screen counts look similar.
- Screens, user flows, and permissions determine interface and QA effort.
- Backend, APIs, databases, and operations panels add work that is invisible in mobile mockups.
- Payments, maps, notifications, chat, video, and AI each need integration and failure-path testing.
- List hosting, maintenance, store accounts, and third-party fees separately.

Define whether the product serves Kuwait alone or several markets. Specify language, currency, ordering or booking flow, collection, and delivery. Check the availability and terms of intended local providers before treating an integration as priced and ready.

Saudi Arabia and the UAE: scope matters more than the country label
For Saudi Arabia, define operations, language, required local services, and account ownership. For the UAE, define languages, markets, currencies, and who runs each part of the product. No reliable quote follows from a country name alone; verify each integration and the applicable data and billing requirements.
- Write local requirements as verifiable acceptance items rather than assuming a provider is available.
- Decide whether multi-branch or multi-company administration belongs in the first release.
Syria and Iraq: map the real workflow
For Syria, start with channels customers can actually use and do not price an external payment or messaging provider before checking it. For Iraq, document cities, service areas, collection, delivery, and sales-team workflows, then test on target devices.
- Specify offline or low-connectivity behavior when it matters.
- Request data backup, staff permissions, and post-launch operations plans.
Compare two proposals by deliverables
The same headline price can cover different products. Check whether each offer includes UX, iOS and Android, APIs, admin tools, device testing, store-account preparation, code handover, and support. Ask for milestones, acceptance criteria, exclusions, and a change-control price rather than a single total.
